Test Game Two marked a major leap forward in both complexity and ambition. For the first time, players could define their nations through a formal system of policies and internal legislation, shaping everything from economic direction to civil rights. This game also saw the first known independence movement in a game - when Madagascar declared independence from Jamaica. This game is also significant for having introduced the foundations of what would become the Global Assembly, an international forum where diplomacy, alliances, land claims, and disputes were brought to the table (and often, to the brink). As the world expanded, so too did the tools of governance and the weight of political consequence.
